My former employer had a signature tactic for retaining unhappy, underpaid staff in an über-toxic workplace:

He’d promise a glowing reference to anyone leaving. But once they escaped, he’d immediately call their new employer—uninvited—and deliver a fabricated litany of grievances: exaggerated failures, imagined disruptions, and personal slanders.

It was a ritual of reputational sabotage, designed to punish dissent and keep others too afraid to leave. After you factor in how challenging it can be to find a new job in some industries, the defamatory spiteful angle really made it hard to move on, keeping us trapped there far longer.
