I saw this happen, but actually worse, to a co-worker.
He was refused a raise, and told his boss he was going to start looking for another position. His boss told him that *if* he got an offer from another company, they'd be "willing to match it".
They didn't miraculously find the budget, they had it, but they refused to give him a raise unless he was able to leave.
