True. Distractions are a big problem. But so is time blindness. Which basically means my clock app is full of alarms

If staff are always on their phones (not for work), they either are going through some kind of personal/family crises , or they are disengaged from the workplace - most likely they don't feel valued / respected / compensated for their time, so that becomes less depressing than their desktop.
