I've been the manager in this situation. After a week of my team floundering, I just skipped to panel four, and told them that the execs had made a decision. Nobody ever checked.

I think I had ONE exec ask why a UI choice was made after I'd told the team, which caused a few side eyes from my developers. I said "you said this was okay in the meeting three weeks ago, remember?", and he said "oh, that's right, I did".

It's much easier to get forgiveness than permission.
